In Libya, officials discuss obstacles to constitution-building process

The Chairman of the High National Elections Commission (HNEC), Emad Al-Sayeh, gave Presidential Council's Head Mohammed Menfi a detailed briefing regarding inquiries on the obstacles preventing the implementation of constitutional entitlements, according to Menfi’s media office. The meeting, held on Monday, discussed the hindrances blocking a referendum on the draft constitution, the parliament’s extension of its mandate without a public referendum, and the election of vacant parliamentary seats, the statement said.
